The contract would have to be specific and have specs (stiffness, strength, elasticity, etc) for the new fiber that KBLB would have to create.

And the 921K wasn't just for a few threads of new fiber. It was for 100 kgs of that fiber. That would make the fiber worth about $4200 / lb.
