When I referred to French facility that provided "proof of concept," I don't think that cost $145M -- that was the cost to built Sarnia. Sarnia was NOT a pilot plant. It was operational, upscaling from the French facility. & A second plant was planned, but obviously the plans were scuttled by Eno somewhere along the line ... probably because revenues came in slowly from Sarnia, and he couldn't raise the funds to finance it. [As I recall, the French plant cost somewhere between $25-$40M.]
