Actually Washington was at the Whiskey Rebellion for moral support and didn't stay long. He left his Sec. of Treasury Alexander Hamilton in charge to take care of the problem since the whiskey tax was his baby. Hamilton didn't care much for the militia and preferred a standing professional army
