Doing an IPO would have taken longer. There was a sense of urgency due to the looming GDPR deadline, and they needed to penetrate the market as quickly as possible. Purchasing the dirty shell was the quickest way to begin marketing and implementing the business strategy.
I believe the shell will be cleaned. There are way to many large partners, and top notch advisors/funding partners, for this to fail.
