This has been an ongoing issue since the Medicare drug plan was passed. It benefits the drug companies and hurts Medicare recipients since they are forced to buy their own prescription plans.

Meanwhile the VA does negotiate directly for the vets.

And obviously the other benefit of this goes to the insurance companies who sell the drug plans to senior citizens.
