what should not normally be considered a problem may be a problem China, India, and Turkey, all large markets seemed closed unless they do the manufacturing. Turkey may balk if the instruments are made in China, India may and probably will balk if the instruments are not made in India. Same with the Chinese balking if the instruments are made in India or Turkey. Maybe a little overthinking, but they all want to dictate the terms to the exclusion of the others.
