correction- AS increase is NOT a share increase. There is NO dilution with an AS increase, AS is only a "max allowed number" and AS can be used for any type of share not just common trading stock. or not used at all.

AS increase by itself is NOT a negative event. Although I question the max proposed number here. seems excessive. should be trimmed.
