eelf-TDA told me they do allow shorting of some penny stocks (under $1) but when I pressed for which ones they wouldn't tell me. They also said if you call them up and tell them you don't want your shares to be loaned out for shorting they notate that in your file and don't loan out your shares. They'll even send you an e-mail to that affect. FWIW
