You simply dont have any idea what you are talking about. For someone to short a stock the bid tick must be up--that was not the case this morning--it was sellers hitting the bid while the tick was down.

Now, an MM can short without adhereing to these rules as they maintain the liquidity in the shares. You obviously dont understand that stocks go up and down for many reasons---why do the daily ups and down habve to be a conspiracy to you?? All I can imagine is that you come from a culture that doesnt TRUST anything that has governance. Thats something you are going to have to get over especially if you want anybody to take you seriously.
