ForReal, "strategic patience" policy was basically to boost missile defense, to boost collaboration with South Korea and Japan on defense and intelligence, to pressure China to to enforce UN and US sanctions, and to close loopholes which Russia could take advantage of to help the North get around those sanctions.
Trump's so-called "maximum pressure" is little difference except for trademark Trump insult volleys. History, from school playgrounds to the international foreign affairs sphere, is that bully rhetoric does not have a real positive effect on bringing other bullies to heel.
In Obama's case, at least, the deal was not to talk with Kim unless he committed to denuclearize. Kim hasn't done that. Trump loves the idea of the proposed summit as much as Kim does, and for mostly the same reasons.
