I believe there is no evidence suggesting FINRA thoroughly investigated the company in ensuring it wasn't an elaborate scam. Even if one at FINRA wanted to thoroughly investigate the company... what are they going to do? Take a trip to China) -NO. or just ask a few questions that we all know what the response would entail...

The company could have tried delaying the ticker change as long as possible.
