Those "insiders" would be a subrtaction from the "public float". As quoted from the NASDAQ listing requirements:
"(3) Publicly held shares is defined as total shares outstanding, less any shares held by officers, directors or beneficial owners of 10% or more."
So, the float might get tight... but only time will tell. 13M is a lot so I don't see this becoming an issue for float requirements when the listing only requires 1.1M available to the public.
