I suggest this relates to the dividend charged and collected AND thus capital build up

I believe GOV can allow total build up of reserves with all profit by delaying or killing the NWS or 10% --- OR I BELIEVE BY PAYING WITH PAPER AND NOT DOLLARS !!!
