Why did they leave? What promises didn't they keep?

They left because word got out quickly that they were not keeping promises to landowners. The promises were mainly land recovery ops that moving all that equipment up a mountain damaged and destroyed. Granted some things couldn't be put back as they were but no effort was even made to try or even to improve the damages done. When you don't keep promises made, your credibility goes south fast and that's what happened. No more right of ways are being granted.
