I think that the Feds have an ulterior motive...
I think that even Sessions knows that the Genie isn't going back into the bottle. So what to do? Obviously there would be a huge benefit to moving an illicit trade to a regulated and taxed one, but how do you go about it?

If the Feds dropped cannabis from Schedule I, and all states followed suit with recreational use approval, the Canadians (and others) would ramp up production and export their product to the U.S., and the domestic cannabis industry wouldn't stand a chance. The status quo is actually assisting domestic cannabis producers with what is essentially a protected market.

The gradual approach makes sense to me; start with medical use, then follow up with a smattering of states approving recreational use. (Unhindered by the Feds.) Then, let the domestic cannabis industry get a foothold before removing cannabis from Schedule I.

A gradual approach such as this is also more palatable to traditional conservatives who were programmed in a different era.
