I don't know the process enough to criticize that thinking.... if it is the case, but the infrastructure needs to grow as the need demands. They aren't going to have a large number of eggs/silkworms to deal with at first, unless I miss my guess. So the infrastructure doesn't need to be in place and filled in. Maybe they are already beyond disease control and already building up numbers, it is hard to know. Obviously I also don't know the stating point, so I am only offering it as a possibility. A deal should be done by now, if your asking someone standing squarely in ignorance..
