Well, that does explain the 1.4 Billion share reduction.

That reduction still leaves the Co with approximately 2.5 Billion shares issued and outstanding! How can that be a good thing for a Co that, to date, . . has no earnings! - Have you considered the earnings per share needed here, just to warrant a stick valuation of .01 pr share???
