Are they diluting?
2015 10K indicated outstanding shares of about 512,099,353 as of Feb 16, 2018.
First 10-Q 2016 indicated outstanding count of 652,899,353 as of March 9, 2018.
It seems they sold have about 140 million stock between Feb 16 and March 9?

The future 10Q and 10K reports will most probably show more dilution.

Is this good for current shareholders?
