It is totally legal to guarantee a $15.00 stock price if you know there will be a reset at $15. Afterall, they released a PR stating it will be reset at $15. If on the otherhand there was not going to be a reset and he guaranteed it, he would have some issues.
Its the same as if the CEO of Google were to say I guarantee a stock price of $80 at IPO. (Just an example, I know they used dutch auction format).
To me it looks like the SEC is probably hysterically laughing at you for wasting your time.
