Actually when that amendment was introduced it was requested by the colony of VA and SC or they would not sign the Constitution without it as they felt they did not want to leave it to the Federal Government to respond to local uprisings. In many places down South they had frequent uprisings by slaves. Often slaves outnumbered citizens by 3-1 in some places or more. They needed to raise their own militia's as they felt Northern States who at the time back then were already talking about ending slavery and many colonies already had ended slavery for all intents and purposes. Hence the term - Well regulated militia.
