PCMI... 5.5% holder means nothing ?

I don't get the stock action here. The stock is down 70% and sells for a 5.5 PE going forward. Now news comes out of a new 5.5% holder, who obviously bought at a higher price- yet the unrelentless selling continues ? What has the company done that's so ominous to have scared off investors for the last year ? Is there fear of fraud ? If so, why would someone step in and buy 5.5% of the company ?
