That was a tweet put out by the Ft Worth Regional office of the SEC. It was somewhat sarcastic but reading between the lines it was meant to say to scammers we are watching. Now you know why Matthews is silent and will remain so. He knows the SEC is scrutinizing the blockchain hype and with his prior dealings and fines, this is dead meat.
