Blowing dry snow at low temperature is more of an issue of visibility. Sometimes the white out is only about six feet in depth and trucks and buses can see over it, until they hit a pillow drift, get stuck, and then get rear ended by fools overdriving their visibility. I don't think Greyhound buses get stopped by temperature much, mostly from visibility. Also, when ice gets below about -25, it ceases to be slippery to vehicles... Much colder than that and even ice skates don't work well, as it takes an enormous amount of weight to heat the thin layer to form a liquid to glide on.
