It does not matter neal. Everything with the DTC is legal even if it is illegal. We are seeing the proof of this right before our eyes with this preferred share issue. If it can't be proven, it doesn't exist. IMO
BTW-Check out AWYB as an example of illegal borrowing of shares where there were 3 times the amount of shares sold than the float. It wasn't illegal as they repurchased the shares to cover. It did drive the price from .002 to 66 cents though in the process of maintaining legality. IMO
