None if they get covered and returned legitimately. What is being discussed here are shorts that borrow shares and don't return them, and keep selling more and more and more. Kinda like having a 10 billion share float with 15 billion shares borrowed and shorted. That would mean there were 5 billion shares more sold short than exist in the float. These would be known as naked shorts as they borrowed without actually having the shares behind them to secure the borrowing. Thus they are naked. This practice is illegal in theory, but still continues as the DTC never makes anyone stop and do a share count until too late if ever. IMO
