Point of clarification-
License agreement effectual,? only "preliminary", contingent upon government reimburesement? Is that what there are saying? or is it they have an actual licensing agreement only it is "peliminary" in that it has yet to be formally completed and signed. and government reimbursement is not a factor but would be a nice development
That is my only concern.
Sure sounds like its a done deal. but there is that crack of ambiguity.
If deal actual and legit, price action manipulated to keep it this low.
