If you do your DD about TC, you will find that he has been working in different capacities (including with the Government) long enough to know what is required (either directly or indirectly) to do business with the United States Government, and to know or find out what is required to do business with individual state/county/town, etc, Governments.
The man is brilliant. TC doesn't 'need' this CEO position or money from it... do your DD.
IMO, part of why he took on the challenge of BVTK is that he enjoys the challenge of taking this company from the negative spot he 'inherited' and to change it into something very successful, and he enjoys making this a world a better (and safer) place.
