This article may indirectly be speaking to our old friend Dr. Soon (and perhaps Google). The introduction is not nearly as relevant as I consider the middle of the article, but as you scroll down you may perceive an unstated linkage to the good doctor's work.
While I am certain a good many here will argue it is simply the dots in my mind which have creatively developed this notion, I would suggest maintaining an open mind as you read. This article speaks loudly to a portion of the transfornational tech the doctor has been developing; tech which I am certain he would keep under NDA; and as I recall, Google has been heavily engaged in this as well (likely tied up with Dr. Soon, IMO). My anticipation is that companies such as NavHealth (mentioned within the article) may be collaborating with Dr. SOON and Google.
