Peg -- it's absolutely deliberate, self-consciously intended and done

and re that excise tax on excessively well-endowed private universities -- let's see instead such an endowment-envy tax on excessively rich private individuals and (similarly measured by [current] assets per employee?) businesses

and then, just for kicks, eliminate all SSI taxes on income below say S50,000/year, and instead apply them to all income above that level

and, of course, leave the existing estate/gift tax setup the fuck alone

our current gross maldistribution of wealth, an inherent result over time of the way our economy works left on its own, can only be, and therefore must be, balanced/countered by ongoing systematic government action to redistribute wealth back away from the top -- as our government has done, to varying extents, since (at least) the New Deal -- always a balancing act, of course -- but at this point, increased/larger/more effective government action in that regard is clearly needed -- as opposed to anything even vaguely resembling any iteration of the ongoing GOP tax cut quest
