I'm sure if I look back through the Form 4 filings I'll find insiders buying at prices higher than $20 and $25.

$GE may bounce short-term, but those insider purchases have a six month hold time, and $GE could be trading much lower than $18 by then based on their current PE, and the possibility of a further dividend cut.
