I was going to ask how the situation would be handled if there had been some naked share trading. That could account for the delay getting things balanced out. Is that possibly why the delay?
No. If there were any problem with naked shorting, the stock would have been on the Threshold List long ago, and would still be there. It has never been on the Threshold List:
