The air permit seems to be a $100 rubber stamp process - it certainly isn't as expensive and laborious as filing a Environmental Impact Statement with the EPA.

The land purchase was obviously bogus as Hanks never filed a 8-K.

And now we have a dog and pony show with the groundbreaking ceremony and once again there hasn't been a 8-K filed to announce the financing.
