It might not be in the float at all. We don't know right now. They may be restricted, which was kind of hinted at by PV in a PR. We just don't know if the 50M were former restricted being transferred to another new restricted holder... or if they're now unrestricted common (part of the float), or what.

So, yeah, pretty much anything is possible. The good thing, and main point, is that they didn't dilute in order to execute whatever that action was. IMO, They can shuffle shares around all they want, as long as the rest of the story is true and massive dilution doesn't accompany it.
