Let us say we have White, Blue and Grey votes, where Grey are those who vote White but withhold votes for the EJ-3.
If White + Grey > Blue > White it works as CJ says "must" happen. But it does not in other cases.
In reality we know that Grey will be small. Maybe 5%? So that implies a fairly tight race between Blue and White for the issue to matter.
If the vote is close a "third party" can have the adverse effect of pulling votes from the party they would otherwise align with. As Grey is mostly anti-ej, they would likely pull from Blue.
Probably does not matter. Just hopefully no hanging chad on those damn cards
