There's no "stuck" on the Pinks. It can only be by choice.

Ammerman could have moved a year ago if he so chose, same goes for the new guys.

I'll quality that. If a company has been suspended and demoted to Pink/Grey, SEC/NASD can comment the 211 to death should they so choose and delay things for a long time.
