All about adding more shares before A/S PR. Anyone in OTC know reduction in A/S is a big deal. Saying otherwise is just bs/ I'ts not like it's 20Billion A/S going down 10Billion even though ti's 10B it's still a long way. This is 4B going probably to 3B. Heck, 1 stock jumped 300% just going from 10B to 7.8B.
