No, I did not say it had two hardware parts. I said it has two parts. The hardware part and the app on the phone. Last I heard, that is two parts. And it is not just Bluetooth - they can track a car under 5 feet of concrete. Or at least the device. THAT is not Bluetooth. I doubt very much that Bluetooth is involved, or the driver could simply turn off Bluetooth to defeat the protection. Many, if not most, don't leave Bluetooth enabled to start with. As I said to the OP - report back when it's working.
