As far as PR timing - PR timing is one of Gelmon's tactics to dump shares. We can all remember the "medical financing" press release and countdown clock - after dumping hundreds and hundreds of millions of shares the countdown clock was removed and the "medical financing" software was never developed.

Fast forward to today. A vague PR, insider dumping and billions left to dump.
