That's a pretty big difference. Assigning no value pending further review and having analysed it and found it to have no value. Not a small nuance at all. If it has been evaluated to have no value I would disagree. If it has been evaluated and found to be confusing, hard to put your finger on, etc. and in need of specialists in that function to weigh in...I'm actually eager for that to happen.
