When polls show that a majority of Americans believed that Saddam and al Qaeda were linked and that Iraq was somehow behind the WTC bombing, then yes, I do think that. If you want to call the lies "deception by innuendo," fine. It is all done through the "magical thinking" created by the power of advertising. Borrowed value, innuendo, and repetition, repetition, repetition.

So you think advertising and PR doesn't work in business or in politics? You're kidding yourself then. Try reading a book called Adcult by James Twitchell. It works, it shapes our lives in so many ways it ridiculous and scary. And it is a form of discourse that the Republicans very, very good at. They began using it in Dwight Eisenhauer's campaign in 1952 (much to his dismay, but even he had to agree that it worked), and honed it to a fine art in the 80s under Lee Atwater and Roger Ailes (the former died about 10 or 12 years, allegedly apologizing on his deathbed for some of his nefarious ads, while the latter as you probably know is the head of Fox News and Kingmaker).
