All I got to say is look at many many other companies out there that got NASDAQ extension and ask if they all proposed RS? There are easily hand full on my head that didn't propose RS and they were granted 180 days extension.

No where on NASDAQ stated a RS proposal is mandatory. All it stated was a plan to regain compliance. RS is the most common method to regain compliance, it is not a requirement.

NASDAQ do grant extensions based only other requirement being in compliance. Just because share price was under 1$ doesn't mean it's guaranties delist or that an RS is mandatory. Show me a link to NASDAQ official site that an RS proposal is mandatory.
