Knowing the state of Oregon (and I do, I live here...very close to the SGBY HQ in Bend) they most likely changed the rules well before they had it figured out how to actually certify this stuff. This is all happening so fast they are just making up rules as they go. To expect things to go as planned/promised in these crazy times is very much wishful thinking!
