To play devil's advocate here: that NATO letter could be referring to something completely unrelated to BVTK.
He says "my leadership is eager to explore ways to integrate your programs into our future business practices"
Tom could have spoken about any number of things at NATO. BVTK may not have even come up, and the ambiguous wording "your programs" could be referring to pretty much anything... Wondering why you are so confident that it is ecrypt.
