I think that video is from the signing ceremony back in March 2017. If you look at the picture from the article you linked this morning, the screens are set up the same as the ones in the video. Also, people are all wearing those red scarves and the tan pillars behind the screens are the same as well.



By the way, the words being them translate into "Equity Transfer Signing Ceremony". Although I still get seem to make out the second character. However, the word "transfer" is definitely used.

If they were going to IPO, then why would they need to "transfer" equity?
By the way, according to the WY SOS, the amendment for the name change was adopted on March 2, 2017 and according to the OTC News the shares were officially delivered on April 4, 2017.

Also, in the video, in the beginning you can see the same "battery exchange video" playing on the screen on stage that is located on the zhongjimingyang website.

But maybe this is all just a huge coincidence.
