As I'm understanding the filing, by submitting a form 15, it essentially tells the SEC that they dont or wont be filing the necessary forms because a change in the symbol, registration etc will be occuring in 90 days or less. If someone interprets that differently please let me know.

Found some better interpretations on this website.

for;Rule 12g-4(a)(2)(ii)
Termination of registration of a class of securities shall take effect 90 days, or such shorter period as the Commission may determine, after the issuer certifies to the Commission on Form 15 that:

1. Such class of securities is held of record by:

1. Less than 300 persons; or

2. By less than 500 persons, where the total assets of the issuer have not exceeded $10 million on the last day of each of the issuer's three most recent fiscal years; or

2. Such class of securities of a foreign private issuer, as defined in Rule 3b-4, is held of record by:

1. Less than 300 persons resident in the United States or

2. Less than 500 persons resident in the United States where the total assets of the issuer have not exceeded $10 million on the last day of each of the issuer's most recent three fiscal years.

For purposes of this paragraph, the number of persons resident in the United States shall be determined in accordance with the provisions of Rule 12g3-2(a).
