Trump could rely on Article 28 of the Agreement, which allows the signatory parties to withdraw from the pact, but given the envisaged procedure, the withdrawal would be effective only in 2020. Because no member who has ratified the pact can abandon it before the Three years after its entry into force (November 2016). And to that must be added a year more complementary "pre-notice".
