"Advanced discussions" with the DOE? It's one thing to be hyperbolic about potential licensees and the like, but to do so with a government agency in an SEC filing? If the SEC is dubious and suspects Eves/Neary are misleading investors, they can suspend trading or worse. Thus, we can assume it's true.
