It's generally thinly traded and looks like a low floater - from Pink Sheets:
Outstanding Shares: 65,000,000 as of 2005-08-10

Opened at .007 then some volume pushed it up, perhaps a large sell came in, pushing it down hard... a little more buying volume gave it a slight boost, but not enough to recover from the sales.
Market makers can do pretty much anything they want, especially with a low floater. Just as any significant buying sends it up... any selling brings it back down.
Without knowing the buy/sell ratio it's hard to figure. That last long volume bar, just past 11 am, didn't do anything for the sp, which in a perfect world would indicate even buying and selling. Last news item was August 3. Maybe news has leaked or is expected.
