What that sentence means - IMO is

The action of suspending moving cash OUT of F and is to AVOID the death of F and F via the publicity of a DRAW ..... an important bullish action ....... but limited

I do not see it as the role of the FHFA - given what Congress has said and put in law - to re create private F and F via a suspension of an illegal dividend . That would be an agency run amuck.
