How could they grow a crop before 7 is approved if they don't have a license to grow a crop? Unless there's a temporary license before the final license is approved.

I know I'm not crazy, but something seems to be amiss with that statement. To cultivate a crop they would need some sort of license to do so or else it would be considered as illegal harvesting and cultivating of MJ.
